Not automatically. A reaction service adds reactions, and the view counter usually moves separately. A post with many reactions and very few views can look unbalanced, which is why some services bundle views and reactions together. If both numbers matter, look for a combined listing, or order views separately once the reaction order has completed.
Usually, as long as the post is still public and reactions are enabled on it. Some channels restrict reactions on older or archived messages, and deleted or replaced posts cannot receive them. Paste the direct link to that specific post and check that an ordinary account can react to it before ordering, so the delivery has a valid target.
